The default keybind for the Achievement panel, Y, has been replaced with a new function called TOGGLELEGACYSYSTEM. This suggests that the Achievement panel has been replaced with some type of new Legacy System - but Wowhead’s chief dataminer Stiven doesn’t have Frame XML capabilities to check exactly what this “Legacy” is.
There are other interesting differences compared to the Retail default keybindings as well:

The Gamepad system has been adjusted: it previously used PAD -> ACTIONBUTTON and WOWLABS_ maps, but now uses GAMEPADACTIONBUTTON1 - 8 and GAMEPADLEFTMOD / RIGHTMOD

The biggest thing, however, is a string nested deep within the file. The datamined file contains the string "Forever" - which, based on the timing, could very likely be related to the expected information about Classic+ that players believe will be revealed at BlizzCon. A Reddit thread claiming to leak upcoming BlizzCon announcements also contained a reference to “Forever,” which could be a coincidence, but given the timing, seems plausible. Adding brand-new binding profiles would be odd if we weren’t expecting a brand-new game mode.
That being said, it’s also possible that this has nothing at all whatsoever to do with Classic+ - it could potentially be related to the upcoming game mode in 12.1.7, or could even be future preparation that never makes its way in-game at all. We’ll have to wait and see more next week, when we’ll almost certainly find out more context surrounding this.
