Presumably, this skip will require completing the first 3 chapters of the 9.1 Campaign at least once on the account. All three chapters should be available at week 1 of Patch 9.1.

New Campaign Skip For Alts in Patch 9.1 – Skip Korthia Introduction and Eye of the Jailer Removal
Blizzard has added a new skip in Patch 9.1, Chains of Domination! This skip allows you to skip the first 3 chapters of the 9.1 Campaign for alts, unlocking Korthia and the removal of the Eye of the Jailer from the Maw.
