During the Hard Ways at the Gallagio side quest, players will unlock access to the NPC Blair Bass, found at /way 34.09 71.25. Blair will explain a new conservation effort happening in Undermine (noted in your fishing journal as Blair's "Gold" Fish Exchange), and asks you to find her a "Gold" Fish.
