In Patch 9.1.5, once you've completed a Covenant's 9.0 campaign on your Battle.net account, you unlock the 2nd and 3rd Soulbind immediately on all other characters, which is great news for alts and swapping Covenants.

Log in on Character That Has Completed 9.0 Campaign for 2nd and 3rd Soulbinds to Appear
If you've already completed a Covenant's 9.0 campaign on any character on your account, you will immediately unlock the 2nd and 3rd Soulbind in Patch 9.1.5 for other characters. On live servers, if you're unable to see these Soulbinds, there's a workaround.
