Level Requirements for World Tier 3 and 4 Being Removed
Recently, undocumented changes were discovered that removed the ability for players to enter World Tier 3 and 4 at any level - as long as the Capstone Dungeons were completed. Blizzard has just weighed in, however - and are removing the level requirements!
