A nerf to the amount of legendary crafts required to gain new ranks has been added to the latest 9.2.5 PTR build! You are now only required to craft 3 base legendary items to gain a new rank on the PTR, in comparison to the 15 items per rank requires on Live. This should severely reduce the price on legendary base items on the Auction House, as the entry level to craft new legendaries is now much reduced.
