This could be still something Blizzard adds to 9.2 for launch, or perhaps something encrypted, but, at the moment, there are no items in the game to allow players to add sockets to items. This comes as a stark change as both Shadowlands Seasons 1 and 2 had Spatial Realignment Apparatus and Alloy-Warping Facetor respectively.

Is There a Socket Item in Shadowlands Season 3? – Item Currently Unknown
With Patch 9.2 releasing next week, there is currently no consumable that has been datamined to allow players to add sockets to items similar to previous patches.
