In Wowhead's recent interview with Dylan Barker and Paul Kubit, no Raid Renown in the Season 1 raids was confirmed. When asked a follow up question if the scheduled damage buffs are being replaced, Wowhead got the response of "Not to my knowledge. If I'm wrong I'll have someone correct me."
Blizzard has now provided an updated statement to Wowhead on these incremental power increases, noting that they will be returning and providing the same incremental power increases as in the War Within, starting about one month after launch.

Previously with the removal of the raid renown track, we shared our goals in keeping an eye out and seeing if gear progression will support player progression. We will indeed have a stacking raid buff over time that will kick in via a quest completion about a month after the raid opens. This will provide the same incremental power increase players saw throughout The War Within.
The idea of no incremental raid buff was controversial. While some players enjoyed the idea of progressing naturally only using gear, other players enjoyed having breakpoints to help them overcome large spikes in difficulty. There's still some missing questions here such as how much the damage buff is going to be, and the maximum scaling value, but this is confirmation that it's returning!
