Improvements to Encrypted Affix in Upcoming PTR Build – Multiple Effects from Buffs Incl. Mana Regen

Blizzard has announced improvements to the Encrypted Affix coming in the next 9.2 PTR build. In addition, they detail why one of the buffs is Haste instead of "highest secondary".
