The new manuscript has a chance of being obtained when opening Heart-Shaped Box. This box is obtained when you complete the Love is in the Air version of Shadowfang Keep, available via Dungeon Finder (default hotkey: I). While you can queue for the dungeon starting at level 10, to obtain Heart-Shaped Box, you must be level 60 or higher.
