Hotfixes for Torch Juggling, TOGC Achievements, Tier 9 – WotLK Classic

Blizzard has pushed hotfixes for Wrath Classic, addressing an issue with Torch Juggler Achievement (likely stemming from Dalaran lag for large servers), TOGC Achievements, and Tier 9 Set bonuses applying an unintended damage modifier.
