These changes are mostly healer changes which are looking to balance out the healer disparity that can be seen on Warcraft Logs. Holy Paladins, Restoration Shamans and Holy Priests are getting some big buffs, while the popular healers, Preservation Evoker, Mistweaver Monk, and Discipline Priests, are getting some nerfs. It'd be interesting to see if Blizzard decides to nerf any bosses due to to these changes going forwards.

Demon Hunter
Devourer
Sweet Suffering has been updated – Now increases the duration of Feast of Souls by 1 second/2 seconds (was 2 seconds/4 seconds).
Druid
Restoration
Developers’ notes: Restoration Druid’s damage, particularly for Druids leaning towards Balance spells, has been lower compared to other healers. These changes are intended to increase the viability of a caster-oriented playstyle which involves applying damage over time effects and using Starfire, Wrath, and Starsurge.
Wrath damage increased by 40%.
Starfire damage increased by 40%.
Starsurge damage increased by 40%.
Sunfire damage increased by 25%.
Moonfire damage increased by 25%.
Evoker
Preservation
All healing reduced by 5%. This does not apply to PvP combat.
Verdant Embrace mana cost reduced by 27%.

All healing reduced by 5%.
Sheilun’s Gift’s healing is increased by 5% per cloud consumed (was 10%).
Windwalker
Tigereye Brew now increases critical strike chance by 1% per stack (was 2%).

Developers’ notes: Our goals for these changes are to increase overall throughput and elevate Judgment’s role rotationally regardless of talent build.

Developers’ notes: We’re making some targeted changes this week to reduce Discipline’s overall healing output by lowering Atonement healing, while increasing the value of targeted shields and direct healing spells to help with triage in dungeons. These adjustments are intended to keep Discipline’s strengths intact while improving their ability to respond to dangerous health swings in dungeon content.
Atonement now causes spell damage to heal all targets affected by Atonement for 28% of damage done (was 35%). Does not apply to PvP combat.
Power Word: Shield absorption increased by 25%. Does not apply to PvP combat.
Void Shield absorption increased by 25%. Does not apply to PvP combat.

Developers’ notes: Our goal for these Mistweaver Monk changes is to target their ability to extend the duration of matches. We would like to maintain their identity of pushing the pace of games through adding damage and impactful rush-down utility, but their ability to trade cooldowns and their mana efficiency is more effective than we would like.
Mana Tea now restores 50% less mana in PvP combat.
Life Cocoon’s absorb amount reduced by 25% in PvP combat.
Chrysalis reduces the cooldown of Life Cocoon by 30 seconds in PvP combat (was 45 seconds).
