In his interview with Preach, Game Director Ion Hazzikostas disagreed with a question regarding player power inflating too quickly with gear in Shadowlands, asserting that +1 item level should average +1% increased performance - a power budget which has existed since Wrath of the Lich King. If anything, the rate of inflation has shrunk slightly due to reducing from 15 down to 13 item levels between difficulties each tier.
