With the Rune Broker coming to Season of Discovery, all runes will be available at Level 1. You will need actual items to engrave those runes on, though - so we have compiled a complete list of items with no level restriction! Below, you can find options for both players completely new to Season of Discovery and veterans who plan to quickly level a new character with as many runes equipped as early as possible.
