(Fixed) Elemental Shaman Accidentally Nerfed by 17% on Yesterday’s Weekly Reset?

Elemental Shamans have noticed that they are doing less damage than before the Weekly Reset despite getting upgrades. We've datamined a possible 17% nerf for Elemental Shamans which could be the reason.

Edit: This now appears to be fixed.

Many Elemental Shaman players have reported that they have been doing a lot less damage after the Weekly reset. With no PvE class tuning over the weekly reset, this was very odd. In yesterday's PvP hotfixes, we datamined the following spell.
