The lion's share of these buffs is priority damage (and Deadly Reach cleave), and benefits San'layn more as a good chunk of it is tied to Death Strike. San'layn was already ahead on ST, so this widens the gap further. In AoE, the change just means more priority damage.
Defensive changes lead to a relatively small amount (8-10% relative, depending on gear) of bonus DR from armor, and has the adverse effect of not doing anything for pulls with non-armor-reducible damage, not adding any tool to offset periods with no cooldowns available, and does not change much beyond reducing damage intake against white hits slightly.
