These Earthen sets have elaborate 3D components and as such, only load properly on Dwarven models--so these might be a limited race-specific reward, if they're ever made available to players.

Earthen Civilian Armor Models in The War Within
The War Within adds cosmetic armor styled after the garb Earthen civilians wear in Dornogal, the main city in Khaz Algar. While we don't know how to obtain this armor yet, we're reminded of the Valdrakken Civilian Sets from Dragonflight which were obtained through the Valdrakken Accord Faction.
