Rare elite mobs will continue to feature the gold dragon, as well as the new skull icon.

Dragonflight PTR Dev Notes UI Updates – Rare Silver Dragon Removed
Blizzard has released updated dev notes for this week's Dragonflight PTR build, including a number of user interface and accessibility updates! Alongside new toggles and keybinding options, the iconic silver dragon border for rare mobs has been replaced with a new unit frame icon.
