DoT and HoT Effects Hotfixed to Pandemic Once Again on Live Servers

It looks like "over-time" effects have been hotfixed and once again Pandemic on live servers which should make DoT and HoT classes happy!

We reported earlier that after Patch 9.2.5 launched, damage-over-time and healing-over-time effects were bugged and no longer having the Pandemic effect.
