Datamined Class Tuning Hotfixes 10.2 PTR – DHs and Outlaw Rogue

Some class hotfixes were pushed to the 10.2 PTR last night with changes to Vengeance Demon Hunter and nerfs to Outlaw Rogue.

Some of these changes appear to be part of last week's Patch Notes and weren't added until recently.
