Darkmoon Dominion: Blood
The trinket in question is Darkmoon Dominion: Blood which can be crafted by a Scribe with the Inscription Profession. In order to craft this, you will need 2 Spark of Radiances alongside Thalassian Songwater, 20 Mote of Light, Darkmoon Deck: Blood, Tormented Tantalum, 10 Tormented Tantalum, 5 Soul Cipher. This is relatively cheap to craft, and this trinket is very powerful under specific circumstances. This trinket does count towards an Embellishment Slot, and you can only equip two of these at at time.
This trinket has a proc which grants you your lowest secondary stat by 598 at Item Level 295 (Max crafted and Ascendant Voidforge) which is a decent amount of stats.
Tied Secondary Stats
Players have discovered that if your lowest secondary stats are tied, this buff will give you all tied stats. This means that this trinket can be worth a maximum of 2392 secondary stats which is a very large amount!
This does mean that you will need to recraft your gear and adjust your enchants and gems to make this happen. Players have been using non-max rank gems such as Deadly Peridot, old expansion gems such as Perfect Precise Pandarian Garnet and Precise Cardinal Ruby to craft together interesting stat combinations to get their character into this state. The payoff is incredibly worth it though.
While this is almost certainly not intended, some players may enjoy this kind of build optimization. Players generally have not had to worry about secondary stat optimization to this level for a while, probably since the Corruption system in Battle for Azeroth. Usually with secondary stats, you either grab your best stats on gear and call it good, or your sim your character and copy the sim output. Players have to take some time to find out how to optimize their secondary stats to make them all match.
Here is a video by Tettles who also covers the trinket and looks at some logs.
