Although not yet officially announced by Blizzard, the "Dark Ranger elf customization" appears to add new pale skin tones and red eye options specifically to Blood Elves, Night Elves, and Void Elves only, but is available to all classes, while the new Dark Ranger Attire transmog is available to all Hunters of any race.
