This change could make it easier or harder to accomplish based on your current faction, but likely needed to happen due to cross faction dungeons coming in Patch 9.2.5!

Cryptic Hero Title Change for Shadowlands Season 3 – Top 0.1% of All Players in Each Region
In the latest Patch 9.2.5 PTR build, the Cryptic Hero achievement has been changed and will now be awarded to the top 0.1% of all players on the region instead of the top 0.1% of all players on each faction.
