Since the feature was implemented in Patch 9.2.5, only the pre-made group finder allows cross-faction grouping, as players choose who to invite and then zone in together.

Cross-Faction Instances Queue Planned for Future War Within Update
In a special pre-launch group interview, World of Warcraft Production Director Michael Bybee revealed that the team is working on allowing cross-faction instance queues for fully formed groups in a future update to The War Within!
