We’ve discovered a bug causing the creation of some Bind-on-Equip items that lack a level requirement. We’re working to quickly hotfix the issue so that no more new BOE items like that are created. We will then make adjustments to existing, affected items.We apologize for the inconvenience.

BoE Hotfix for Missing Level Requirements Coming Soon
Blizzard has released a short bluepost noting that some Bind-on-Equip items were missing their intended level requirements and should be hotfixed soon.
