Blizzard on Crafting Mythic Item Level Gear Using Professions in Dragonflight
Blizzard has clarified that players will be able to craft Mythic item level gear with professions in Dragonflight, though it is not currently available on the Beta.
They clarified that Quality 4 Mythic upgrade profession gear will be equivalent to early bosses in Mythic raids, with Quality 5 being 3 item levels above that.

As you suspected / hoped, this is just a bit of item level shifting across the board, with this particular change going in earlier than others.
