Cooldown Manager Update
The cooldown manager was updated in the latest build to add sound options for buffs and tracked abilities -- this includes text to speech options!
You can set alerts for tracked cooldowns or buffs. On the cooldown manager, you can head to any of the abilities listed, right-clicking and choosing Add Alert. This brings up the options to add an Alert:
Type - Sound
When - Available, Pandemic, On Cooldown, Charge Gained

You can add your choice of 67 sounds at the moment, with each tracked cooldown or buff having a maximum of 3.
Here's 6 of my favorites which includes an Airhorn that sounds almost identical to the one we currently use!
Text-to-Speech
There's also Text to Speech as a sound option. This option replaces the other sound options and causes an audible voice to say the name of the cooldown/buff. Note that what the voice says cannot be changed, and will always just say the name of the buff.

What is Missing?
The biggest thing regarding sound right now is that you can't choose which channel it's going to.
Also, one of the features that players use is sound on non-personal buffs. For example, when Time Spiral is popped across the raid, many players usually have an audio indicator to signify that this happened. There seems to be no way to replicate this at the moment which could be intended. It's entirely possible Blizzard wants players to communicate "Time Spiral" rather than it being completely automated by addons, but it's hard to know for sure.
In addition, Text-to-Speech can only say the name of the ability specifically and you're not allowed to change it. There are also no custom sounds allowed at the moment.
