Patch 12.1 Overview
Lieutenants
Lieutenants are special-named mobs that players defeat while making their way between raid bosses. These enemies usually have higher health than your typical trash mob, but in the last few raids, have a chance to drop Bind-on-Equip (BoE) items. We don't expect any changes to lieutenants dropping BoEs in The Venomous Abyss.
Raid BoEs can be traded, sold on the auction house, or transferred to different characters using the Warband Bank. Because raid BoEs drop at Raid item level, they are incredibly valuable as they sell for a great amount of gold on the auction house or serve as a great boost to your item level.
Here is the theoretical list of lieutenants in The Venomous Abyss based on raid testing; this list could change leading up to the launch of the raid:

BoE List
Any of these lieutenants should be able to drop BoE armor upon defeat. With The Venomous Abyss raid, there are two datamined BoE armor pieces of each armor type and a necklace, dropping with randomized secondary stats when looted.
It's unknown what item level these drop at.

Keep in mind that these items are Bind-on-Equip for lower difficulties only, with Mythic versions expected to remain Bind-on-Pickup until at least the end of the Race to World First.
