It looks like these hotfixes have now been pushed to live servers and includes an undocumented nerf to Gaze of the Alnseer. This Dreamrift trinket was very overpowered and every player in the game would've wanted this trinket, regardless of role and primary stat.
Gaze of the Alnseer primary stat reduced by 25%
The reminder of the trinket hotfixes are the announced 69% damage, absorb or healing increase as stated.
