First, it means that Blizzard is still actively tweaking Housing for its actual launch with Midnight. These new rewards mean expanded possibilities for interiors while hinting at changes coming for exteriors, as we hadn't heard of medium-size house exteriors until now.
This change might mean new exterior-exclusive decor or options to make decor larger when used in exteriors, meaning you wouldn't need to use all your budget in rocks when building a cave, for instance. However, this is pure speculation.
