A previous version of this article had reported that all transmog was free. Blizzard has shared an update to provide clarification.
"Midnight is shifting to slot based transmog. If you want to change your total outfit look it costs gold, but if you enjoy your look and get an upgrade (e.g. shoulders) it doesn't cost money to "fix" your transmog (since its slot based, not item based).
Transmogging Tied to Slots in Midnight
Transmogging your gear is tied to a slot in Midnight! When you get a new piece of gear, you should no longer need to pay to transmog that piece.
With transmog changes averaging 500 to 1000g on a full set, this is a lot of gold saved over time when you're getting constant gear upgrades. In fact, Blizzard recently hid a little easter egg in the form of a lore book in Ghosts of K'aresh - mentioning that 98% of gear shows signatures of transmogrification. We can't know for sure if this number is accurate, but it wouldn't be surprising if it were!
"The fashion of these mortals ranged from impeccable and dazzling, to ridiculous and intentionally garish. Few wore an ensemble I would recognize as bland. I am astonished that with all the time spent in combat that they had time to assemble such outfits. I managed to acquire several scraps of their fabric. Over 98% showed strong signatures of transmogrification. Will compare this to the Consortium quarterly balance records I acquired. I suspect this is where much of this ethereal cartel's profit comes from of late."

"Situations" - Change Your Transmog Automatically
Another new feature being added to transmogrifications is the capability to change your outfit automatically based on "situations". It is currently unknown what parameters will be used to determine a situation - an example given by Blizzard was having a transmog set to chill in your player house, and another set to fight enemies in the world.
A good transmog to chill while reading in your house, not so much for dragon slaying.
It will be interesting to see how this feature develops, as players may want different sets for various situations. A recent situation seen in raiding that would have been good to have this feature was during the Nerub-ar Palace raid - The Silken Court fight on Mythic difficulty revolves around dealing with mechanics with a Blue team and a Red team, soaking orbs opposite from your team while actively dodging your opposite team members, as touching them means both people will die. Some guilds did a creative solution to help mitigate this by having their raid change their transmog to match their team's colors.
