Like all other skip quest items, the max stack for the Mourne Fragments is 4, which means you will need to defeat Anduin four times on that difficulty to earn the raid skip.

Mourne Fragment – Sepulcher of the First Ones Raid Skip
The latest Patch 9.2 PTR build has added new items that confirm that we will see a new raid skip in Sepulcher of the First Ones. The Mourne Fragment items show that we will have a skip added in the raid after the Anduin Wrynn fight!
