Buy Cosmetic Shoulders from Torghast Vendors with Phantasma in Patch 9.1

Torghast is getting more cosmetics in Patch 9.1, with special cosmetic shoulder transmogs! While you can loot these items off bosses, the vendors are also currently selling these items for Phantasma on the 9.1 PTR.

Earlier today, we found out that the Packaged Soul Ash drops from Torghast vendors.
