Conduit Changes in 9.1 PTR Build 38549 – Withering Bolt Nerf

This Patch 9.1 PTR Build contains nerfs to the new Withering Bolt conduit.

Withering Bolt   (Potency Conduit) Drain Soul deals 20% / Shadow Bolt deals 40% increased damage per damage over time effect you have active on the target.
