In Classic WoW, Hunters can auto-shot arrows, while casters can wand things once a Wand is equipped. These abilities work very similarly and are basic ways to deal damage to mobs when you are out of mana and can't cast abilities. In Classic WoW, these abilities have a brief hidden cast time and will require the player to stand still for a duration before the attack fires. This hidden cast time makes kiting more difficult, as players will need to plant for a brief duration to continue to deal damage.
In WoW: Forever, this hidden cast time has been greatly reduced. It still requires players to plant, but only for a very, very short duration. This makes it much easier to kite and is likely to cause some shake-ups, particularly in PvP combat. Hunters will now be able to kite more easily while still being able to use their ranged damage.
Aggravating_Doctor20 on Reddit has released two videos comparing the Auto-Shot and Wanding abilities from Forever to Classic. These videos show the difference between the hidden casting time for Forever and Classic very clearly.
