Patch 12.1: Curse of Ula'Tek Revealed
Though datamined early in Patch 12.1 development, the quests to earn them were not added until recently.
Silvermoon City Campsite
Unlocking the bright and shining version of Silvermoon City requires completing Unity Against the Void, the weekly objective quest offered by Lady Liadrin, which players should already be fairly familiar with.
Each completion now awards one Silvermoon Citizen's Emblem, combining four of which will unlock the campsite. Most players shouldn't have to go out of their way for this, since the quest is also the main source of Spark of Tides crafting materials.
Silvermoon in Void campsite
Unlocking the void-tinged darkwell version instead requires completing a new quest offered by Vareesa Windrunner in the same area of the Silvermoon Bazaar. Trailing Xal'atath is a freeform collection quest where players need to complete various forms of content to collect 100 Fading Voidwhispers.
Completing this quest awards a Void Vestige, four of which are also combined to unlock the campsite. This quest also appears to be a source of Season 2 sparks and can be done concurrently with Unity Against the Void, though we presume that only the first turn-in each week actually awards the spark.
And that's it! A bit time consuming, but both quests are fairly easy to accomplish naturally just by playing the game.
