Patch 12.1 Overview
Each variety requires five budget, but that's a small price to pay for companionship.
Pets are assigned through the customization menu, where new decor would normally be dyed, with a choice between stationary or roaming behavior. Assigning them is as easy as searching for the desired pet on the left and clicking "Apply" on the right, though the pet will not remain visible while the housing editor is open.
Because pets assignments use the customization menu, it does not seem that pet beds will be dyable for the time being.
While these may not be the most cozy looking "beds," the plinth and nest in particular are very easy to hide inside other objects, making them great for placing pets on top of chairs, cushions, and other natural looking settings. A more traditional looking pet bed also exists in the Paw Pal Bed from the Roofus Charity Pet, though it is unfortunately no longer available. Featuring two versions of the decor, it only takes up one decor limit instead of five, with multiples available for purchase from Promotional Decor Specialists.
The Paw Pal Bed is also categorized as a functional pet bed, and was showcased in Blizzard's preview. Unfortunately, we've not been able to test it on the PTR.
Outdoor Pets
Outdoor pets can only be set to stationary, keeping them from wandering off once placed. That said, they will continue use any special/idle animations, including ones that cause them to move around... so pets like Egbert will quickly abandon their posts to wander freely! Players can also assign the same pet to multiple beds, effectively duplicating them... and combining these two features may lead to some hilarious results.
Interestingly, the Patch 12.1 PTR Development Notes specified that players would only be able to place up to 10 beds inside and up to 5 beds outside, though that does not currently appear to be the case on the PTR.

Indoor Pets
Inside the house, pets have a little more leeway. Here, they can be set to roam naturally, though the function still appears to need some work. Currently, only flying pets will leave their perch, while ground-based ones remain firmly in place, even if the decor is sunk into the ground. Still, it's a great proof of concept, and player homes should be full of patrolling pets in no time.
Currently, only flying pets appear to roam correctly.
