Estimated ChangesNotes
SpecSingleAoE

Blood DK0.5%-6%San'layn numbers listed. Deathbringer is unchanged. Technically a positive defensively since BSG is 5% Phys DR from D&D, whereas desecrate was just statistically slightly higher uptime on visceral strength. Broadly nothing changes in terms of choices, SL/DB in M+ is still a matter of preference/prios, SL still leads on ST.

Frost DK1%1%

Unholy DK3-4%7-10%

Devourer DH3-4%6-8%Details are for Annihilator as that is the dominant Hero Talent. If that isn't intended, numbers will be 2% lower. Void-Scarred is a 8-10% loss in single-target and 6-8% loss in AoE. There is an undocumented change which causes Devour to generate 8 more Fury than Consume due to a new aura.

Havoc DH0%0%

Vengeance DH2%2%~3% Single Target and AoE as Aldrachi Reaver.

Balance Druid0%1.5%~1.5% on 2 to 3 target encounters.

Feral Druid0.7%0.7%

Guardian Druid0%0%

Restoration Druid8%Relative to live, the resto druid Apex changes are massive buffs and will change your builds. If you play into the Apex the buffs can be even larger than stated here.

Augmentation Evoker-2% (CW)
2% (SC)-2%AoE on Scalecommander is -2% as it's the popular Mythic+ Hero Talent.

Devastation Evoker0%0%

Preservation Evoker1%The Preservation changes are close to neutral in raid, but a large buff in Mythic+ where a massive increase in damage, single target healing options and new talent choices greatly improve the spec.

Beast Mastery Hunter0%0%While BM isn't getting affected directly, the changes to Marksmanship could make this more appealing on some encounters.

Marksmanship Hunter10% (See Spoiler)-~10%10% buff on single target but has lost most of its passive cleave, and suffers massive DPS losses when target swapping or when the fight forces a new target on you (Beloren Eggs, Lu'ra phase changes). The nerf on Lightblinded Vanguard is about ~13% and the spec can no longer 2-target in Mythic+.

Survival Hunter6%6%

Arcane Mage0%3%Pulse isn't really used in raiding, so this change had no impact on raid builds. For Mythic+ builds that do use Pulse: it is a ~1% dps loss in single target and a ~3%+ increase in AOE; it also lowered the target count required to start using pulse from 4 to 3 for the current meta build. It is worth noting that these numbers vary a lot on usage, for example, you will opt to use Blast over Pulse in situations where one target needs to die more than others. Another noteworthy point for this change is that you'll still use Pulse (when talented) to build Arcane Charges in single target, this is because the talent Reverberate is still very good at generating Charges quickly.

Fire Mage0%0%

Frost Mage-0.5%0%Opener is now weaker without Glacial Spike because Icicles no longer generate outside of combat.

Brewmaster Monk1-2%2-3%Numbers are for Mastery of Harmony. Harmonic Surge now has more favorable scaling in AoE that enables priority-target damage; everything else is quality of life

Mistweaver Monk-4.2%~-4.2% in raid with standard build. It's roughly the same amount with Sheilun’s gift build as the change to cloud generation did practically nothing for raid. It's around a ~2-2.5% nerf in Mythic+.

Windwalker Monk0%0%Burst damage for Belo'ren Egg significantly reduced (-20%)

Holy Paladin10%

Protection Paladin0%0%Retribution Paladin0%0%Discipline Priest-2%It's a 2% loss with a build change.

Holy Priest8%

Shadow Priest0%0%

Assassination Rogue0%0%

Outlaw Rogue13%13%Outlaw gains around 13% with the new talent.

Subtlety Rogue6%6%

Elemental Shaman0%0%

Enhancement Shaman0%0%

Restoration Shaman8%

Affliction Warlock0%0%

Demonology Warlock-3-5%3%The skew on single target is based on how much haste the user has; old Jailer didnt like haste, new Jailer likes Haste. The Jailer change also reduces importance of RNG procs between the demons summoned by the apex talent.

Destruction Warlock-1-2%-1-2%

Arms Warrior2%-2%In its main Mythic+ build, Colossus loses a very small amount of multitarget in exchange for significantly more priority damage on par with Slayer, making it a much more competitive and complete build overall. In raid content, however, Arms' Slayer build only gains ~2% increased single target, still leaving a lot to be desired on the final hardest encounters of the raid tier.

Fury Warrior-2%0%Despite Blizzard's patch notes, the Storm Surge nerf was fully reverted, leaving Mountain Thane completely unchanged and still the best specialization for Mythic+ or most raid fights featuring adds. However, its single target Slayer build has actually lost a small amount of damage due to the reshuffling of its abilities, leaving a lot to be desired as it continues to sink to the bottom of raid performance.
