What is Balance of Power?
Balance of Power is a questline that unlocks after you complete your Order Hall campaign and complete quests in Azsuna up to and including Hunger's End. Once it unlocks, it is a lengthy questline with 21 steps that requires you to complete all that the Broken Isles have to offer, from dungeons, to raids, to world quests.
Legion Remix Bonuses
The main advantage of completing this questline in Legion Remix is the daily raid lockouts. There are two raid steps in the chain: The Emerald Nightmare: Essence of Power and The Nighthold: Into the Nighthold, which require multiple, somewhat rare, drops from raid bosses. These steps could take multiple weeks, depending on your luck, but with Legion Remix, you can likely finish the whole chain in a single day if you're lucky. The drop rates for these items also appear to be increased in Legion Remix, providing additional benefits.
Besides those, timerunners are generally faster than regular TWW characters, so running dungeons and other quests can be faster as well in Remix.
Rewards from Balance of Power
Completing this quest chain unlocks a new variation for your Artifact. This unlock is account-wide, meaning you only need to do the whole Balance of Power chain once, and you'll unlock this Artifact variation for all twelve classes.

Balance of Power Quest List
Balance of Power begins in your Class Hall once you've completed A Glorious Campaign. The Image of Kalec will offer you The Power Within, which sends you to Azurewing Repose, where the first block of quests are given to you from both Senegos and Kalec himself:

Essential Consumption
Once you've completed the first unofficial chapter of the quest line, Senegos and Kalec send you to Shal'aran in Suramar for the next phase of quests. Beginning with Repaid Debt, this phase is more dungeon-heavy, but doesn't require any raid completion:

Afterward, you are headed to Stormheim to receive empowerments from Eyir and Odyn. This part will require you to venture into the Maw of Souls and Halls of Valor, plus collect meat from various mobs around the Broken Isles.

Finally, you'll return to Shal'aran to obtain the last few quests that require you to collect items in the Nighthold.
