In The War Within Season 3, there will be no Cloak drops - Neither from the Manaforge Omega raid, nor from the dungeons in the War Within Season 3 rotation.

No Cloak Drops in War Within Season 3
With the Reshii Wraps being a new artifact cloak everyone will equip in Patch 11.2, we will not see cloak drops in Season 3. This does leave a question - How can we obtain cloak transmogs for the Manaforge Omega tier pieces?
