Horadric Spells Buffed after Diablo 4 Season 9 Feedback

With Diablo 4 Season 9 just around the corner, Blizzard has announced last-minute tuning based on PTR feedback - and many Horadric Spells are being buffed!

Notably, all of the Infusions have had their Monster Effect Deactivations buffed to last longer, and Siphoning Gizmo has received a rework which makes it no longer interact with damage-over-time effects.
