In the recent Season 9 Campfire Chat, Blizzard has announced that the quality of items will scale with Torment Difficulties, leading to more Ancestrals!

Season 9 Overview

Alongside numerous changes to the drops of Runes, Tributes, Gems, and Caches, it was also revealed that Ancestral Items will be more common in higher difficulties.
