During this event, Hero and Myth upgrade tracks will extend 2 upgrades (from 6 to 8), the cap for Crests is lifted, and Valorstones become Warbound for the remainder of the season. Mythic+ drop rates for Warband until Equipped gear are also being doubled.

Turbo Boost: Valorstones Become Warbound-Transferrable at 25% Penalty
With the Turbo Boost coming on May 13th, Valorstones will become Warbound-transferrable for the remainder of Season Two, though with a premium price tag in the form of a 25% penalty on transfers.
