Update: This appears to have now been fixed.
Although the quest asks players to defeat the boss on Mythic difficulty, it can be completed on any, allowing players an early skip to the late raid boss.

Mug’zee Skip Quest Bugged to Complete on Any Difficulty
Due to an unintended bug, it turns out that the raid skip quest to defeat Mug'zee can be completed on any difficulty, allowing players to skip ahead in the raid!
