In preparation for Firelands releasing on November 7th, Blizzard has announced a change to the planned Elemental Shaman Tier Set 2-piece bonus, alongside some context explaining the change.

Cataclysm Classic was originally planned to see the adjusted 4.3 set bonus - Your Lightning Bolt has a 30% chance to reduce the remaining cooldown of your Fire Elemental Totem by 4 seconds.
