Possible Otter Mount Coming with World of Warcraft Dragonflight

In one of the screencaps shared by Blizzard, Tuskarr NPCs are using a new Otter mount never seen before in game, but seen before by the community.

This mount resembles perfectly the Winner of the 2017 Student Art Contest, Character Art category. It is unsure if this mount will be available to players or only to NPCs.
