These NPCs are vendors with placeholder loot at the moment, so we'll need to wait until a future build to see what they're going to be selling. Their titles seem to line up with all 3 of the Season 4 raids.

New Placeholder Season 4 Raid Vendors Added on Patch 9.2.5 PTR
New NPC vendors have been added next to the Great Vault on the Patch 9.2.5 PTR that seem to represent the Shadowlands raids that are returning for Season 4. Will you be able to deterministically buy raid gear in Season 4?
