There is currently one hand glow variation, accessible from the Face menu when creating a new Nightborne character (or changing its customization at the barber shop). Below is a comparison of the hand glow option from Live to PTR. The effect is a bit subtle but looks really nice!

New Nightborne Hand Glow Customizations in Patch 9.1.5
Yesterday, Blizzard announced that Nightborne characters would receive another customization option in Patch 9.1.5, glowing hands. These are available for testing in today's 9.1.5 PTR build!
