The new UI gives it a brand new background and layout, clearly showing exactly what your upgrade will do the item.
The dropdown box has moved to the top of the UI, allowing you to choose what level you want to preview. Unfortunately, the UI still doesn't let you still skip any ranks, so you need to upgrade one at a time.
